What would a baby say..."illegal..."...what is that?

I heard in the news that a California official was to present legislation barring services, even under extreme need, from illegal - undocumented, that is - persons, including the specially significant (for these minds at least) birth, neonatal services "in which billions are wasted", the voice seemed to say. This was part of a concerted legislative and ordinance effort to prevent services - and thus 'costs' - to be incurred in attending non - citizens' needs.
Coincidentally, later on that day, reading a periodical - CAC's RadicalGrace - from an organization in Albuquerque, NM, I came across this wonderful 'write', the author of which bears a name - also coincidentally similar to a compassionate and very well known human rights activist in Atlanta: Azadeh N. Shahshahani. Hmmm...wonder what all of this means...
